We’re here to answer your BCRP questions

  • The BCRP serves as a transitional phase in your journey. Once you have demonstrated satisfactory competency after completing three (3) residential projects, HBCF will then waive further participation from the BCRP from your eligibility conditions.

    By engaging in the program, you’ll receive mentoring and guidance from our experienced architects. Our role as a BCRP service provider is to assess your ability and competency throughout your BCRP project. Compliance and building standard assurance with the code and building standards is ensured by engineers and PCA.

    As part of the BCRP program, the AAA will:

    • Review your project's contract documents to ensure your detailed budget includes a reasonable gross margin based on the project type, size, value, and other requirements.

    • Establish a schedule of performance reviews including on-site visits, to verify the appropriateness of your supervision, contract administration and site safety.

    • Monitor the project's adherence to budget and contracted completion date.

    • Conduct reviews and provide written reports on the progress and development of your competence in specific areas that have been assessed.

  • If you meet all other relevant financial and non-financial requirements for HBCF eligibility, you may find yourself obligated to participate in the BCRP under the following circumstances:

    • You have never undertaken the construction of a new single dwelling or alteration project for a homeowner.

    • You are proposing to take on a project that is larger or more complex than your current experience supports.

    • You have never contracted with a developer and completed a multi-unit project while serving as the key manager within a building business.

    As your BCRP service providers, we assess whether your budget and gross margins are reasonable to the project you are pricing.

  • BCRP participation is a requirement for your eligibility on each individual project that exceeds a specific contract price, typically set at $50,000 (including GST) or a higher amount, as determined by HSBC.

    However, contracts below $50,000 or any other prescribed alternative amount do not necessitate BCRP participation.

    Engaging us as your BCRP service provider is not mandatory for builders until a project requires a homeowner certificate of insurance. It is essential for builders to consider the potential cost of BCRP participation when preparing quotes or tenders for homeowners.

    Note that a certificate of insurance for projects subject to BCRP participation will only be issued once the BCRP service provider has provided approval for the first three components of the program (C123).
